Professor of International Relations at the Complutense University of Madrid / Spain

He is Professor of International Relations at the University of the Basque Country (since 1990) and in the Department of Public International Law and International Relations of the Faculty of Political Science and Sociology at the Complutense University of Madrid (2000), where he was also Dean (2002-2010). He holds the Jean Monnet Chair of the European Commission since 1994 and was awarded an Honorary Doctorate at the University of Bucharest (2009). He has been President of the Spanish Association of International Law and International Relations Professors (2005-2009) and currently he heads the Centre for Studies in Management, Analysis and Evaluation at the Complutense University of Madrid.
